They're called "push bars." If there is a disabled vehicle on the road that needs pushed the officer can use the police car to do it instead of their somewhat-less-than-brute-strength.
Joyce, I have a question, although it's not really about police procedures. Why is the term "the actor" used to describe a criminal? That seems so odd to me. Any idea where that came from?
